SORCERESS OF BALAMB

After coming battling her way to the top, Ultimecia came into power and now rules Balamb.  She has Beatrix as her right-hand and Jecht as her fist along with Garland the strategist. Though her kingdom is small, she is slowly forming the pieces to make it the most dangerous kingdom in all of Aquaris.

The notion of friends is laughable at best.  Ultimecia doesn't do friends. She has subjects and generals. Anyone who believes different is just a pawn to be used in her quest to rule this world.

Those who rule other nations are her enemies though she's clever enough not to let the Emperor of Archades and President of Midgar know what she wishes to do to them. She maintains that her nation is neutral and while she doesn't make it seem like she's out for war, she is. Ultimecia came into power through violence and knows that would be the only way to gain more land. At the same time, she doesn't trust her own people.  To Ultimecia, everyone in this world is an enemy and could turn on her.

Love really isn't something she sees. Such an emotional attachment to a sole person is nothing more than another silly word for weakness.  She has not time to be weak. On top of that, courting someone means she would share her power. She's not the sharing type. However, if Scarlet or Balthier wish to propose and give up their country to her, she would consider it and sparing their lives.
